EurEau is calling for wastewater treatment to be included as an autonomous utility activity in the proposed EU Public Procurement Act.
Wastewater services share the same key characteristics as drinking water and other utilities, including extensive networks, long-term investment and essential public services. Procurement rules should reflect these realities, regardless of how water services are organised in Member States.
EurEau’s proposed amendment to Article 14 would bring wastewater treatment under the utilities procurement regime, improving legal clarity and making procurement procedures more consistent with the sector’s characteristics.
